			<content:encoded><![CDATA[<p>Sorry that I&#8217;m posting this a little late. By now, you probably have some of this information in AL Direct, but, I&#8217;ll do my best to provide what I can, nonetheless. Council III was surprising in that it eneded two hours early. As a matter of fact, this was about as civil as I can remember Council being since I&#8217;ve been a member. That&#8217;s OK though. I&#8217;m not looking for conflict, so for the sake of conflict.</p>
<p>We spent the most time on the &#8220;Resolution on Publishers and Practices Which Discriminate Against Library Users.&#8221; This was adapted from a resolution that was passed by the New Jersey Library Association, and is based on the fact that some publishers are either not selling e-content or non-book media to libraries, or some are selling stripped-down content to libraries, or telling libraries how long an eBook can be checked out. There are many of us who noticed that this is a disturbing trend and felt like the American Library Association should take a stand. Some of the debate was on the language of the resolution and felt it was too strong and would hurt our standing with the publishers, since ALA Leaders are meeting with some of the larger publishers next week. Others, like myself, felt like the resolution said what needed to be said, and that the publishers should know how we feel about the situation, and we&#8217;re not happy with it, since it adversely affects our users. In the end, the original resolution passed, and President Raphael, will be able to address this next week with the publishers that they are meeting with.</p>
<p>The removal of educational materials in connection with the elimination of Mexican American Studies classes in the Tucson (AZ) Unified School District, was the subject of an action item in the Intellectual Freedom committee report. The resolution had the support of the five ethic cacuses as well as other ALA groups, and condemned the action. Most of the debate happened in various forums, so by the time it reached the council floor, it passed pretty easily.</p>
<p>There were several other reports heard and we did pass resolutions against the Research Works Act, SOPA and PIPA, and on the loss of crucial government information. We also elected three new people to the ALA Executive Board: Rob Banks, Kansas Chapter Councilor, Alexia Hudson, Pennsylvania Chapter Councilor (and an Emerging Leader alumna), and John Moorman, Councilor-at-large. All in all, I think we had a good meeting and I look forward to ALA Annual in Anaheim, CA.</p>

			<content:encoded><![CDATA[<p>It has been a whirlwind day, but I&#8217;ll try to recount the events that took place as best that I can. Council II was primarily a variety of reports and a few action items. Nothing really that controversial. For instance, we bestowed honorary membership to Senator Jack Reed, D-RI and Betty J. Turock. We also approved changes to the policy manual and programatic priorities for the Association. Again, no big deal. BTW, the priorities are diversity, equitable access to information and library services, education and lifelong learning, intellectual freedom, advocacy for libraries and the profession, literacy, and organizational excellence. We did hear a lot from Treasurer James Neal (no relation to the Neal in Neal-Schuman) regarding the Neal-Schuman aquisition. The purchase price was $7,000,000 and was paid with a bank loan to be repaid in 5 to 7 years and will be taken out of operation proceeds. This was a long process that included intense study of their financials as well as doing budget model projections, in order to see if it would be a good fit or not. A number of budget models were looked at and there was both internal and external consultations. In the final analysis, it is believed that Neal-Schuman can add significant revenue and will enhance ALA&#8217;s mission and goals. It will be relocated from New York City to Chicago, and remain a separate imprint. All current contracts with the vendor will be honored. A statement from ALA should be available in writing, shortly.</p>
<p>The Committee on Organization gave it&#8217;s report and noted that new Library Boing Boing member interest group has had an impact on ALA&#8217;s membership. I&#8217;ve got to admit I know nothing about this group per se, but it sounds different, so maybe I ought to find out. <img src='http://s0.wp.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' />  Anyway, things have been quite civil so far, but something tells me that the fun will begin tomorrow at Council III. There is a resolution on the Tucson Public School controversy about the removal of a program and it&#8217;s textbooks. Also, there is a resoultion on discrimination against libraries by publishers when it comes to non-book media. There could be some additional resolutions brought to us, that haven&#8217;t been mentioned, so we&#8217;ll see how it all goes. Anyway, I&#8217;ll continue to tweet at @rsruss67, for those that use Twitter, and I&#8217;ll try to update my blog, when I get a chance. Until next time&#8230;</p>

			<content:encoded><![CDATA[<p>Council I was either a review of board actions and report on the implementation of council actionas from the 2011 Annual Conference in New Orleans, LA. We also had a report from the new Digital Content and Libraries Working Group, which just had it&#8217;s first face to face meeting yesterday. They&#8217;ve identified some areas that need to be addressed, and will work towards developing recommentations in the coming year. The nominations committee stated the nominees for the ALA Executive Board and one additional nominees was nominated from the floor. Also, there was a resolution on the agenda on discrimation of digital access, but it was moved to Council II. It is possible that it might be discussed in Council Forum tonight. There is also a resolution being worked on regarding the censorship of text books in Arizona, but we haven&#8217;t seen anything yet. But, something tells me we will before the end of Midwinter. I did thank the ALA leadership for their participation in the 2011 ArLA Centennial Conference. President Molly Raphael said that they enjoyed being there and had a good time. Hopefully, we can continue to have some ALA speakers from time to time at our conferences. Anyway, that&#8217;s it for now.</p>

			<content:encoded><![CDATA[<p>ALA-APA Council meeting was primarily a discussion, albeit civil, about the proposed dissolution of the ALA-APA Council. Just as a point of background, ALA-APA is a 501c(6) and does not require a council for its legal existence. ALA-APA is a seperate entity from ALA, and was formed to work towards improving library worker salaries and well as develop national certification programs for library workers. As such, there are no actual members of the organization, and the ALA-APA board of directors is the same as the ALA Executive Board. Recently, there was a presidential task force on Council Effectiveness (I believe it was created under Roberta Stevens), and one of the recommendations was the dissolution of the ALA-APA Council. This was in part, because ALA-APA has no members and the Council is not representing a membership, per se. ALA-APA can legally be run without a council and there is overlap between items that can be covered in regular ALA Council meetings. There was much discussion, and many were opposed to the dissolution of the ALA-APA Council. For one, ALA-APA Council takes up about an hour of time per conference. Yes, there are some necessary work that needs to be done in preparations for the meeting, but it truly is not that momentous. It is fairly doable, at least at the present time. Also, we do have some financial responsibility in dealing with budgets and the ALA-APA loan that still needs to be repaid. It is important that we make sure that ALA-APA is on the right track and is going to meet its financial responsibilities. Furthermore, it was mentioned that while ALA-APA is focusing mostly on certification programs, there are other courses of action that might be recommened in the future, and the ALA-APA Council (elected by ALA members), is a good resource representing a wide variety of libraries and interests. No vote was taken at this meeting, and it wasn&#8217;t intended to be, but there might be action taken at the 2012 ALA Annual Conference in Anaheim, CA. We&#8217;ll see what happens.</p>

			<content:encoded><![CDATA[<p>Since I&#8217;m between meetings, I thought I&#8217;d take some time to add to my blog. My next meeting is at 8:30PM, so I have a little time to write. Last night&#8217;s dinner was a ribeye steak and Bob&#8217;s Steak and Chop House, tonight it is texas wrap sandwich. After yesterday, I feel like I needed to consume less food, so I went a little lighter. The steak was quite good, but I can&#8217;t afford to eat that every night. <img src='http://s0.wp.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' />  While I was buying my sandwich, two ladies, who seemed quite inebriated, asked for my sandwich. But, I told them that this is my dinner and I can&#8217;t afford to give away my food on a librarian&#8217;s salary. While I thought of saying some other things, I felt as though I should just leave it at that. Oh well, I guess it could be worse.</p>
<p>Today was the Information Meeting for the ALA Executive Board and Council followed by the ALA-APA Council meeting, and finally Council I. There is a White House School Libraries petition and we need to get something like 14,000 more signees by Feb. 4. If you&#8217;re the type to support school libraries, please sign the petition. You can find it at http://wh.gov/Wgd. It is a good opportunity to keep school libraries in the national consciousness. Attendance at MW among attendees are slightly lower than in San Diego, 6288 this year as opposed to 7194 in San Diego. As far as the ALA budget goes, total revenues are at 9.7 millon dollars, while expenditures are at 10.4 million, for a variance of $747,715. I guess this is not unexpected and is consistent with revenue projections and how things have gone since the 2008 recession. You can find out more about the buget cycle and ALA finances on the ALA YouTube Channel. Just look for the ALA Financial Learning Series set of videos. ALA election time is coming up soon, and the ballots should be available online by March 19. The balloting will close on April 27 and the results should be available May 4. I always implore people to vote, since this is <strong>your</strong> Association. There will be plenty of biographical material available, once the voting starts. Anyway, I&#8217;ll step down off my soapbox now <img src='http://s0.wp.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' /> </p>

			<content:encoded><![CDATA[<p>Had a chance to visit the exhibits today. Wasn&#8217;t as gaudy as it used to be, but maybe I&#8217;m mistaking ALA Midwinter with ALA Annual. There was a time though that they had fairly gaudy and loud exhibits. About the only thing I saw was an ugly looking robot. They could have spent a few extra dollars and gone with an android, but I guess we&#8217;re all on a tight budget. <img src='http://s0.wp.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' />  At least I did get to talk to the vendors that I needed to for my real job, so that worked out fine. Did run into some more Arkies today including JB Hill from UALR and Connie Zimmer from Arkansas Tech University. We did have one person at the Arkansas Meetup, Johnice Dominick, Library Director at Green Forest Public Library. We did have a good conversation, and it is always nice to meet new people. Maybe next year I&#8217;ll suggest beer and pizza. <img src='http://s0.wp.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' /> </p>
<p>Went to the Chapter Relations Committee meeting at 1:30PM. Some of the items that were discussed include the possibility of an ALA/Chapter membership renewal system. It was presented by John Chrastka from AssociaDirect. Ideally, the startup costs would be subsidized by ALA and the maintenace costs would be split between the chapters. This is still in its infancy, so there is more work to do before we have something definite to look at. They were just gauging interest for the project at this meeting. Hopefully, we&#8217;ll have something more concrete by ALA Annual. We also had a report from Kevin Reynolds, the Executive Board representative (as well as the ALA Councilor from Tennessee). He informed us about the registration numbers so far, which is 4,823, which is less than 5180 last year, in San Diego. He also mentioned that the Digital Content &amp; Libraries Resource Group is working toward filling out their subcommittees. Some areas include Accessing Digital Content, Generating Digital Content, Accessibility Issues, among others. Hopefully we&#8217;ll see some of the results from this group in the months to come. The Associations of Library Trustees, Advocates, Friends, and Foundations (ALTAFF), is working on a joint membership with chapters. I&#8217;ll report more once I have definite information. ALTAFF is also working on a campaign to publicize their grouop for Library boards and friends groups. More information can be found at www.ala.org/altaff or by emailing altaff@ala.org. The committee is encouraging state chapters to do a library snapshot day, in order to not just publicize library efforts locally, for advocacy, but also nationally, for National Library Legislation Day, which is April 23 &amp; 24, in Washington, DC. Anyway, that was pretty much the gist of this meeting.</p>
<p>On another note, I did run into Bill Barnes, one of the <em>Unshelved</em> cartoonists, and he told me that he really enjoyed our Centennial conference and was treated quite well and would love to come back someday. Makes me proud that we did such a good job not just in having a good conference, but also in dealing with outside speakers and making them feel welcome.</p>

			<content:encoded><![CDATA[<p>Not sure why, but I always feel pretty haggard the first day I travel to a conference. Even though, I was only going from Little Rock to Dallas, TX, I felt just like when I travel from one coast to another. It was about a twenty minute ride from Love Field to the Omni Dallas Hotel, where I&#8217;m staying. Since my room wasn&#8217;t ready when I got in (which was around 3:45PM), I went down to the Convention Center, to pick up my badge. Also stopped by the ALA Offices, to pick up my ALA Chapter Councilor sticker. No big deal there. In additon, I did get to see some Arkies on my first day including Eva White and her staff from Van Buren Public, and two ALA Emerging Leaders, Johnice Dominick and Amber Wilson. Also said hello to Barbara Stripling, who is a former Arkie, now working at Syracuse University.</p>
<p>At around 5PM I got into my room and I found only one light that was working. At first I thought that was strage, since everything was plugged in. But, as it turns out, you have to put your room key in a slot, in order to run most of the electricity. Besides the one light the TV and the clock/radio, do work without the room key, and the TV was on when I walked in. I admit, I&#8217;ve never had that happen to me before, although I got the imrpession that it wasn&#8217;t by accident. Talk about mixed signals. <img src='http://s0.wp.com/wp-includes/images/smilies/icon_smile.gif' alt=':-)' class='wp-smiley' />  After unpacking, I did go to Texas Spice, one of the restuarants in the hotel. Food was pretty good, I had a half free-range chicken with dumplings. The dumplings did have a little kick to them, as I thought they might given the name of the restaurant, but it wasn&#8217;t too hot. There were probably other items that were spicier. Anyway, that&#8217;s it for now. Tomorrow, after breakfast, I have an Arkansas meetup to attend to (at 10:30AM at the Network Uncommons in the Convention Center). I may try to visit a few vendors tomorrow as well, if not, then maybe Sunday. I&#8217;ll see where it fits in best. Also have a Chapter Relations Committee meeting at 1:30PM as well. We&#8217;ll see how that goes. Anyway, that&#8217;s it for now.</p>

			<content:encoded><![CDATA[<p>You may have heard in the news recently about some of the anti-piracy legislation being discussed in congress including the Stop Online Piracy Act (SOPA),  <em>The </em><em>Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011</em> (PIPA), and the <em>Online Protection and Enforcement of Digital Trade Act (OPEN). </em>I was asked recently about ALA&#8217;s stands on these, and I know that they are against the SOPA and PIPA legislation. The OPEN act is still being reviewed. I added a link to my blog that gives you a quick overview and comparison of all three acts, and that link is <a href="http://www.districtdispatch.org/2012/01/pipa-sopa-and-open-act-quick-reference-guide/">http://www.districtdispatch.org/2012/01/pipa-sopa-and-open-act-quick-reference-guide/</a>. In the case of SOPA, it can create the possibility of liability for libraries and other Internet providers for streaming, requires the montioring of Internet traffic, which strikes at the heart of a variety of privacy issues, and such monitoring can lead to cyber security issues. The PIPA legislation while not as stringent as SOPA, has a variety of concerns as well including requiring the blocking of websites, and such blocking, can weaken cyber security, and increases Internet companies&#8217; incentive for online surveilance of online activity. The passage of either of these two acts can change the Internet as we know it. On January 18, the English version of Wikipedia is protesting SOPA and PIPA with a 24 hour blackout, and other companies are doing similar things, to get their message across. ALA has had an alert on Capwiz since December 2o11 on this, and I sent email on this to ARKLIB-L sometime in mid-December. Anyway, While I don&#8217;t like to get too wordy, I hope this makes some degree of sense. 			<content:encoded><![CDATA[<p>Just wanted to you know that I&#8217;m adding links and trying to reorganize this blog a little. I felt like last year, I didn&#8217;t have as much time to do things that I wanted to, so maybe I can at least make it a little more readable and update links as needed. Anyway, for those going to Midwinter, I look forward to seeing you there. For those staying at home, I&#8217;ll be reporting through this blog as well as through my Twitter handle, rsruss67. I know that it seems as though I&#8217;ve only used this blog during the conferences, and while I&#8217;ve had intentions of using it more, for one reason or another, it hasn&#8217;t come to pass. Maybe this year, I&#8217;ll try to incorporate it more into my work. Anyway, that&#8217;s it for now.</p>
